Department Pages Added

All primary Site Nova7 departments have been added to the public-access database. This includes specialized units, operations branches, oversight bodies, and auxiliary personnel groups.

Each department now has its own page containing detailed descriptions, operational purpose, and responsibilities. More internal documents will be added as they are cleared for public visibility.

The structure is now in place for expanded department features such as ranks, file access, training logs, and recruitment data.
